Personal Care Attendant Program

WHAT IS THE PERSONAL CARE ATTENDANT PROGRAM?
The Personal Care Attendant Program is for consumers who want to self-direct their own care. Consumers assume the responsibility for hiring their own personal care attendants (PCA) to meet their specific care needs. Coastline Elderly, Services, Inc. will instruct the consumer on all aspects of the program so that they will be able to manage the program independently. This program services all of Southeastern Massachusetts.

WHAT IS A PCA?
A PCA is a person who does things for you that you are physically unable to do yourself. A PCA also helps you do things that would take an exceptionally long time to do on your own. The help that a PCA provides enables you to live more independently and perhaps pursue activities such as work or school.

ELIGIBILITY

  1. Open to Medicaid eligible consumers regardless of age.
  2. Consumer's physician must prescribe PCA services.
  3. Consumer must be able to manage the program independently or have a surrogate who is willing to assist them.
  4. Consumer must have a permanent or chronic disability which impairs their ability to perform Activities of Daily Living (ADL) without physical assistance.
  5. Consumer must require physical assistance with two or more ADL's.

WHAT IS AN ADL?
An ADL is a task that is essential to meet basic needs. Examples of an ADL are:

  • Bathing and Grooming
  • Dressing and Undressing
  • Eating
  • Mobility
  • Toileting
  • Range of Motion Exercises
  • Assistance with Medications

Quick Facts:

  • PCA pay: $10.84 per hour. Taxes are taken out before the PCA is paid.
  • PCA night rate: $21.68 per night.
  • PCA benefits: Workman's Compensation and Unemployment compensation.
  • Holiday pay: Time and one half on Thanksgiving, Christmas, New Years and July 4th.
  • The Commonwealth of Massachusetts pays your PCA. You do not pay out of your pocket.
  • A PCA cannot be: a parent of a minor child, a legal guardian, a surrogate, or a spouse.
  • A PCA can be: an individual legally eligible to work under Massachusetts law.
